What others see. Only the current price and usernames are public. Neither other bidders nor the seller can see your maximum.
Equal maximums. If two bidders have the same maximum, the one who entered it first takes priority.
You can raise your maximum, but not lower it. You can raise it at any time until the auction ends. You cannot lower or cancel a maximum you have already entered, as that is the same as withdrawing a bid.
